I have seen lots of people running into the problem: Error 0x80070422.
This Problem happens mostly when you install an update and it can't start.
To Solve this follow the following procedure:
1. Open Run (Windows + R) and enter "services.msc" and hit enter.
2. You will be prompted by services dialog box. Scroll down to windows update service and right click on it and choose properties.
3. Now on the general tab, choose the startup type as automatic and hit apply.
4. Go to the recovery tab and for "first failure" choose restart the service.
5. Now go back to the general tab and click the start button, to start the service.
6. Click on Apply to save the changes made. Congratulations !! You have successfully resolved the Error: 0x80070422
